Job Description

I. Job Purpose:

The primary duty of this position is to preform road maintenance and preservation activities and road construction operations on County Accepted Maintained Roads primarily as a laborer position. This position also provides daily traffic control as needed for all types of work zones for the safety of traveling public and Road Department staff. This includes set up, removal, Pilot Car operations and Road Closures. This position also communicates with Road Department equipment and truck personnel entering and exiting the work zone This position also conducts inspections and maintenance activities for the following attributes: Bridges, Signs, Guardrail, and Culverts along with tree trimming, debris removal and shoulder work. Under the direction of the Road Supervisor, this position also applies deicing agent, dust abatement materials as required and snow removal/sanding on occasion. 

II. Duties, Tasks and Responsibilities:

  • Conduct inspections of roads, guardrail, bridge structures, culverts, signs, and other attributes within County Rights of Way. Report any identified and potential hazards, damaged and maintenance needs to the Road Supervisor.
  • Provide snow removal and sanding operations along County Accepted Maintained Roads
  • Conduct ground maintenance activities in compliance with county, state and federal safety policies and practices.
  • Perform manual tasks in applications such as: asphalt patching and road surface repair; install/repair guardrail, fences, signposts, and mailboxes.
  • Utilize specialized power-driven hand tools including chain saws, jackhammer, and plate compactor.
  • Prepare and Complete Daily Traffic Control Plans.
  • Coordinate and Organize needs for traffic control for each work zone and job function.
  • Preform Daily Site Inspection of work zones to determine location for sign set up.
  • Performs traffic control and flagging activities as needed; including placing signs, barricades, traffic cones and other warning devices; duties may vary according to job assignment.
  • Conducts and maintains inventory of Temporary Signs and Traffic Control Devices.
  • Guide and support fellow employees with traffic control for work zones.
  • Operates pickup and flatbed pickup (not requiring a commercial driver’s license), and miscellaneous tools in accordance with all safety regulations and procedures.
  • Conducts daily equipment inspections according to County Standards.
  • Performs manual labor assignments as needed including but not limited to cutting brush with hand tools, loads and hauls brush, removes dead animals along county roads, clears right-of-way of brush and other debris to improve visibility and diminish road hazards.
  • Responds to emergencies as directed and preforms tasks in the interest of public safety and property protection during emergencies.
  • Apply deicing agent and dust abatement materials.
  • Follows all safety policies and procedures of the Road Department.

III. Skills, Knowledge and Abilities:

  • Ability to plan, organize and coordinate several projects at any given time.
  • Ability to maintain and clean work environment.
  • Knowledge of equipment involved in road maintenance and repair.
  • Knowledge of road maintenance, preservation and construction activities.
  • Excellent verbal and written communication skills.
  • Ability to effectively communicate with employees and the general public.
  • Ability to lift a minimum of 50 pounds
  • Ability to stoop, kneel and bend
  • Ability to effectively communicate using radios.
  • Knowledge of Federal, State and County requirements for traffic control, road repair and maintenance.
  • Ability to stand for long hours.
  • Knowledge of general road construction duties.
  • Ability to recognize dangerous traffic situations and warn workers in sufficient time to avoid injury.

IV. Qualifications: 

  • Minimum of a High School Diploma or equivalent.
  • Valid Oregon Driver’s License
  • Oregon Department of Transportation Flaggers Certification.
  • Prior to or on date of hire:
  • Able to complete a thorough employment and/or criminal history check.
  • Able to successfully pass a pre-employment drug test.
